Recorded mp3 sound quality?

Use Mp3 gain proggie, dunno the URL but search for it on google.com, write mp3gain normalizer, or any other normalizer. I use it and I normalize the files up to 98%.

I am trying to record mp3 files onto another format( cd, md) but am unsure as to how and with what format to acheive the best quality recordings

depends a lot on the bit rate of the original mp3. If it's over 192kbps then you should be fine for listening on lower quality headphones etc.

Once its encoded to MP3 the quality is what you hear when you play back the mp3 ( it dosent get better if its converted back to wave format or audio cd)

This is because MP3 format is a lossy format (like .jpg picture files)
