Sure it's good to knwo the different keys and what tones that fit together (harmonies) but generally I just play around until I find something i like. It's as simple as that and in my opinion way more creative than sticking to theories, scales and those boxed in rules (from classical music in general) that i experienced do not mix very well with creativity.
