I guess it can, but not in a Goa way, you know with powerful melodies etc. The only minimal I like is some dark old tech stuff from Midi Miliz but I can't vote both for it. I personally can't stand minimal sounds, it all sounds the same to me. In between (progressive I guess) is also ok, but I like maximal sound the best (I would also consider Hallucinogen to be maximal, not only the full-on stuff).
