access problem; help?

i am unable to access this site from my university server, even from my laptop when i connect it to their network. it must have to do with some security settings but this is the only site that i cannot access.

 

is there nothing i can do about this or does anyone know a way to change the security settings?

Unless you're an administrator, there's nothing you can do to their gateway (unless you're a first class hacker as well).

I had that problem a few weeks ago from an I-Cafe, and think it may have something to do with this ticker at the bottom of all psynews pages:
