The sample is from C'hantal - The Realm (released in 1990), and those voice samples have been used in tons of tracks. In all kind of genres.

 

But who the maker of "your" track there is, I have no idea, sorry.

try to take that bit of information what phobium gave you and look into psydb.net, they have pretty decent sample list, not sure if this will work, but you could try, or search for this artist in discogs and see if they have been credited as producers in some recent psy track
