Old-fashioned rising climax (2 seconds)

Not too much transy, but cool sound effect, how do you reproduce this short rising climax that dates back to the early 90's?

It starts at 3:11. I recognize a square wave form, a rising pitch to infinite by steps (how is this achieved?), a delay effect. Maybe the guy is just sliding this finger up the keyboard, LOL....
