one of the defining articles on FM synthesis was written by john chowning in the seventies:

 

J. Chowning, "The Synthesis of Complex Audio Spectra by Means of Frequency Modulation," Journal of the Audio Engineering Society 21(7), 1973; reprinted in Computer Music Journal 1(2), 1977.

 

its pretty intellectual / mathematical but it lays it out for you. most of the fun of FM though is just messing around until you get something cool.

 

however, a simple search on google for "chowning fm synthesis" will yield many useful links and articles. Putting the name "chowning" in the search helps more than just searching "fm synthesis" because more article-type and explanatory pages will reference this guy's early and formative work.
